In accordance with your instructions I made a
surprise survey of the Treasury Cash balances, in
conjunction with Mr.Black, Acting Cashier, and Mr. Maughan of the Audit Department, on the 9th instant. The cash balances were found to agree with the
entries in the various Collection Books.
I wish, however, to place on record that
under the present system which is operative in the
Treasury, Officers making a surprise survey are
unable to satisfy themselves that the cash produced
by the Shroffs, or the entries recorded in the
Collection Books represent the total cash receipts
received by the Shroffe. This anomalous position
arises from the fact that money is received at the
Treasury for which no receipts are given to the payee
at the time the money is paid in. It therefore
becomes possible only to have entered in the
Collection Books the amounts for which receipts are
given, and thereby allowing the accumulated money
for which no receipts have been given to be held
back at the close of the day.
